Geography
According to the U.S. Census Bureau, the county has a total area of 684 km² (264 mi²). 677 km² (262 mi²) of it is land and 6 km² (2 mi²) of it is water. The total area is 0.91% water.

As of the census of 2000, there are 23,445 people, 9,103 households, and 6,863 families residing in the county. The population density is 35/km² (90/mi²). There are 10,236 housing units at an average density of 15/km² (39/mi²). The racial makeup of the county is 98.64% White, 0.25% Black or African American, 0.13% Native American, 0.29% Asian, 0.02% Pacific Islander, 0.09% from other races, and 0.58% from two or more races. 0.61% of the population are Hispanic or Latino of any race.
